Resolve "Activity feed should automatically scroll down to show newest messages / annotations"

Intended Behaviour:
A New message comes in, and you are at the bottom of the feed → scroll down to new message
A new message comes in, and you are somewhere higher → your scroll position is preserved, but you get a chip Jump to Recent
Jump to Recent should disappear if you: click on it / scroll to message by yourself
