Resolve "add "drawing" layer"

Böhm, Jean requested to merge 1431-drawing-layer into milestone-feature-data-views

This is only the Interface for drawing on the Video. How the sketches will be displayed and how it will be implemented in the DataModel has to be done separately. At the moment it produces the same output as the sketch dialog.

@anton.koch Please merge this after the !530 (merged) request. It will need to be merged as well.
