Timeline-viewer: Add animated arrow to "add asset" button in empty timelines

At the moment there is an animated arrow that points to the "upload asset" button when you did not yet uplaod an asset. The same arrow shows up on the "projects" screen in case you haven't created a timline (or grid) yet. I think it would be a also a useful pointer for empty timelines.
